Nellie Meyer, superintendent of the Mt. Diablo school district that serves Concord and the surrounding area, said countywide charter petitions are required to show support from local districts, and prove that they provide programs unavailable elsewhere. Meyer said each student who attends the charter would take about $8,000 in state funding away from the district he or she leaves. She is also concerned that the charter might pluck star students from district programs, negatively affecting the groups in which they participate.
